The MSOR: Identifying Pathways and Tools for Conflict Resolution

8.png

CPD’s flagship product is its Mediation Strategy Options Review (MSOR). The MSOR was developed on the basis of CPD staff experience working on various conflicts under Kofi Annan, the Nobel laureate and seventh Secretary-General of the United Nations.

MSOR

The MSOR combines inductive case research — examining the positions and interests of the factions and engaged international parties — with historical precedent analysis. This is to construct a rigorous exploration of alternative scenarios and applicable peacemaking tools.

This enables an assessment of the potential consequences of different strategies, the tools available and the likely implications and risks of different sequences of action. This is to give peace negotiators and mediators a clear-eyed understanding of the range of choices available to them.

The MSOR is a bespoke product: each MSOR is tailor-made for the needs of the peacemaking mission under assessment.

MSOR +

An expanded version of the MSOR includes applied track 2 negotiations with leaders from the conflict in question, to further test pathways for negotiations and deepen the strength of the advice provided through the MSOR. Our experience has shown this is the best way to support the creation of an intelligent, realistic and sustainable peacemaking strategy.
